Establishes a grant program under the Department of Commerce to award grants to contractors for funding energy conservation improvements in rental properties constructed before 1980.

Grants may fund materials and labor costs for energy conservation improvements, with the department limited to using no more than a specified percentage of assessments or appropriations for administrative costs.

Rental property owners receiving grants must sign binding agreements to limit annual rent increases to no more than three percent for six years on units receiving improvements, and grants may not exceed 85 percent of a project's total cost.

Appropriates $6,000,000 in fiscal year 2019 and $6,000,000 in fiscal year 2020 from the nuclear facility account to the Department of Commerce for rental properties within the service area of utilities owning nuclear generating facilities.

Program expires June 30, 2023, with all unexpended grant funds transferred to designated energy and conservation accounts by June 15, 2022.
