Appropriates $1,000,000 from the bond proceeds fund to the commissioner of natural resources for acquisition, development, and rehabilitation of the Mill Towns State Trail between Faribault and Waterford.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,000,000 to provide the appropriated funds.

Bond issuance procedures follow Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
