Creates a new Save Mille Lacs stamp that persons interested in preserving Lake Mille Lacs as a fishing destination through walleye stocking may purchase for a minimum donation of $2.

Establishes a Save Mille Lacs account in the game and fish fund to receive stamp revenue, with money appropriated only for stocking Lake Mille Lacs with walleye fingerlings purchased from the private sector.

Provides that if any walleye season on Lake Mille Lacs is limited to catch and release, the following fiscal year appropriation equals the previous year's stamp revenue multiplied by four, not to exceed $800,000.

Adds Save Mille Lacs stamps to the Fisheries Oversight Committee's review responsibilities and requires annual reporting to the legislature on stamp revenue and expenditures.

Updates lifetime angling and sporting license provisions to clarify that Save Mille Lacs stamp validations are not included in these licenses and must be purchased separately.
