Creates a Mille Lacs single walleye license that allows license holders to take one walleye by angling from Lake Mille Lacs during catch-and-release restricted seasons.

Requires the commissioner to make 20,000 licenses available when catch-and-release restrictions are imposed on walleye during any part of an open season on Lake Mille Lacs.

Applicants must pay a $4 application fee (appropriated to cover drawing costs) and if selected, pay a $10 license fee with proceeds appropriated for walleye fingerling stocking purchased from the private sector.

Allocates 60 percent of licenses to residents through a separate selection process, with both residents and nonresidents eligible to apply.

License expires when catch-and-release restrictions end or when the holder catches a single walleye, whichever occurs first; persons limited to one application per season with ineligibility for the following season if they violate this restriction.
