Appropriates $5,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to Hennepin County for the Children's Theatre Company facility.

Grant funds shall be used to design, renovate, furnish, and equip the Children's Theatre Company's current facility, including heating, ventilation, and air conditioning system improvements.

Appropriation is available only when the commissioner of management and budget determines sufficient resources have been committed to complete the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,000,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
