Appropriates $5,000,000 from bond proceeds to the Minnesota Amateur Sports Commission for ice facility grants, specifically for indoor air quality improvements and R-22 refrigerant elimination projects.

Authorizes the state to sell and issue up to $5,000,000 in bonds to fund the appropriation, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Increases grant limits for R-22 elimination projects from $50,000 to $250,000 for indirect cooling systems and from $400,000 to $500,000 for direct cooling systems.

Maintains existing criteria for ice facility grants including priority for multi-jurisdictional proposals, 50 percent female ice time allocation during prime hours (4-10 p.m. weekdays, 9 a.m.-8 p.m. weekends), and preference for equitable geographic distribution with 50 percent of grants to greater Minnesota communities.

Allows grant funds for ice centers designed for sports other than hockey, facility upgrades for bleacher safety compliance, and technical assistance for arena planning and operation.
