Appropriates $8,800,000 to the Metropolitan Council for grants to design and construct a multiuse paved trail and route for pedestrians, bicycles, and wheelchairs around White Bear Lake in Ramsey and Washington Counties.

Allocates $3,100,000 to Ramsey County for trail improvements along South Shore Boulevard and paving a dirt path to Pacific Avenue in Ramsey County Beach and Water Park.

Distributes remaining funds to cities and townships: $1,700,000 to Mahtomedi, $3,000,000 to Dellwood and commissioner of transportation, $400,000 each to White Bear Lake city and township, and $200,000 to Birchwood Village.

Prohibits use of appropriations for acquisition of right-of-way or easements, and allows the Metropolitan Council to redistribute any remaining allocations among grant recipients to complete the trail project.

Authorizes the sale and issuance of up to $8,800,000 in state bonds to fund the appropriation, effective upon final enactment.
