Appropriates $2,300,000 from state bond proceeds to the commissioner of employment and economic development for a grant to the Mountain Iron Economic Development Authority for fiber optic infrastructure between Willow River and Pine City and between Cromwell and Aitkin.

Funds cover land preparation including demolition and hazardous remediation, plus predesign, design, acquisition, and installation of fiber optic infrastructure on publicly owned land or land with permanent public easements with at least ten-year useful life.

Defines fiber optic infrastructure as land, buildings, fiber optic cable, routers, and switches, but excludes computers, telephones, and cameras.

Authorizes the commissioner of management and budget to sell and issue state general obligation bonds up to $2,300,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Appropriation becomes available only after the commissioner of management and budget determines sufficient resources are committed to complete the project as required by Minnesota Statutes section 16A.502.
