Appropriates $3,130,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of St. Paul for the Cameroon Plaza community center.

Funds cover acquisition of the building at 1020 Bandana Boulevard, demolition of existing space, construction of capital improvements, renovation and remodeling, landscaping, external improvements, and furnishing and equipping the building.

Appropriation is available only when the commissioner of management and budget determines that sufficient resources have been committed to complete the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,130,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
