Appropriates $18,000,000 from the state transportation fund bond proceeds account to the commissioner of transportation for the local road improvement program.

Funds are designated for design, engineering, environmental analysis, property and easement acquisition, construction, and reconstruction of local roads connecting Trunk Highway 610/I-94 interchange to County State-Aid Highway 30 in Maple Grove.

Appropriation is contingent upon the commissioner of management and budget determining that sufficient resources have been committed to complete the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $18,000,000 in accordance with Minnesota Statutes sections 16A.631-16A.675 and the Minnesota Constitution.

Bond proceeds, excluding accrued interest and premiums, must be credited to the bond proceeds account in the state transportation fund; effective the day following final enactment.
