Persons operating animal-drawn vehicles must comply with traffic laws applicable to vehicle drivers, including requirements to stay in right-hand lanes and display slow-moving vehicle emblems.

Animal-drawn vehicles must be equipped with identification lamps visible from at least 500 feet from front and rear, with exemptions for vehicles operating only between sunrise and sunset or never on public roadways.

Commissioner of public safety must develop and publish an animal-drawn vehicles safety manual by January 1, 2020, in collaboration with state patrol and traffic safety organizations.

Safety manual must cover animal-drawn vehicle conduct, traffic regulations, interaction between motorists and animal-drawn vehicles, safety best practices, and travel information.

Manual development is exempt from administrative rulemaking procedures under Minnesota Statutes chapter 14.
