Appropriates $37,200,000 from the bond proceeds account in the trunk highway fund to the commissioner of transportation for expansion of marked Trunk Highway 14 to four lanes from County Road 180 to County Road 16 in Steele County.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $37,200,000 to fund the appropriation, in accordance with Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Requires bond proceeds, except accrued interest and any premium received from bond sales, to be deposited in the bond proceeds account in the trunk highway fund.

Funds may be used to acquire property or permanent easements, and to design, engineer, construct, furnish, and equip the highway expansion.

Effective the day following final enactment.
