Appropriates $174,600,000 from the bond proceeds fund to the commissioner of transportation for expanding marked Trunk Highway 14 to four lanes from County Road 180 in Steele County to the existing four-lane portion in Dodge County.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $174,600,000 to fund the highway expansion project.

Requires bond proceeds (excluding accrued interest and premiums) to be deposited in the bond proceeds account in the trunk highway fund.

Bonds shall be issued according to Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Effective the day following final enactment.
