Appropriates funds to implement a collective bargaining agreement between Minnesota and Service Employees International Union Healthcare Minnesota (SEIU) for self-directed workers.

Authorizes the commissioner of management and budget to negotiate and enter into a collective bargaining agreement with SEIU covering wage floor increases, paid time off, holiday pay, training stipends, and implementation of a worker registry.

Allows the commissioner of human services to implement the negotiated agreement upon approval by SEIU and the commissioner of management and budget, notwithstanding certain statutory requirements.

Requires the Bureau of Mediation Services to conduct a decertification election for self-directed workers by July 1, 2019, if authorization cards or petitions with 6,000 or more signatures are submitted prior to that date.

Effective retroactively from July 1, 2017.
