Requires legislative approval by enacted law before administrative rules can become effective in Minnesota, in addition to existing publication and procedural requirements.

Removes the five-working-day waiting period that previously applied after notice of adoption was published in the State Register.

Applies the legislative approval requirement to standard rulemaking under section 14.18 and expedited rulemaking under section 14.389.

Becomes effective the day after final enactment and applies to all rules with adoption notices published after that date.
