Allows local governments outside Rochester to use state infrastructure aid to reimburse expenditures for restoring health care services lost since January 1, 2015.

Permits state aid funding for construction or improvements to privately owned buildings that restore health care service levels within a local government's jurisdiction.

Limits eligibility to local governments that experienced health care service losses due to closure or reduction of services by Mayo clinics since January 1, 2015.

Requires local governments to provide at least 50 percent matching funds to qualify for state infrastructure aid reimbursement.

Effective July 1, 2019, and expires July 1, 2029.
