Expands the definition of "licensed firefighter" to include state employees and clarifies that volunteer firefighters may also be licensed under the same terms as full-time firefighters.

Restructures license renewal requirements to explicitly require the chief firefighting officer or designee to attest to training completion, verify active service status, and confirm no felony or arson-related convictions within the preceding three years.
