Board of Water and Soil Resources is prohibited from amending the Administrative Penalty Order (APO) Plan for Buffer Law Implementation dated June 28, 2017 to allow penalties based on linear feet of riparian frontage.

Board cannot impose new penalties or increase existing penalties effective on the date of enactment unless approved by the legislature.

Restriction applies to modifications of penalty calculation methods under Minnesota Statutes section 103B.101, subdivision 12a that result in increased fine amounts.

Effective the day following final enactment.
