Extends the deadline for the City of Edina or its development authority to request certification of tax increment financing housing districts in the Southeast Edina Redevelopment Project Area from December 31, 2019 to December 31, 2021.

Allows the city to treat expenditures from the Southdale 2 district for housing projects as qualifying expenditures without requiring the housing to meet the federal Section 42 Internal Revenue Code qualified building requirement.

Increases by an additional 25 percentage points the permitted amount of expenditures for activities located outside the geographic area of the district under Minnesota Statutes section 469.1763, subdivision 2, paragraph (d).

Section 1 is effective without local approval; Section 2 requires local approval by the City of Edina governing body and compliance with Minnesota Statutes section 645.021, subdivision 3.
