Appropriates $5,000,000 from bond proceeds fund to the Commissioner of Education for a grant to Independent School District No. 2396, Atwater-Cosmos-Grove City Public Schools.

Funds shall be used to predesign, design, construct, furnish, and equip the renovation and repurposing of Cosmos elementary school for a regional educational program serving autistic students, emotionally or behaviorally disturbed students, and other students with specific educational needs.

Appropriation becomes available only when the Commissioner of Management and Budget determines that sufficient resources have been committed to complete the project, as required by Minnesota Statutes section 16A.502.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $5,000,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective date is the day following final enactment.
