Clarifies that the city of Duluth acquired title in fee simple absolute to property described in a condemnation certificate recorded on August 11, 1915, in St. Louis County records, including all riparian rights.

Overrides the Minnesota Supreme Court decision in Smith v. City of Minneapolis (1910) regarding the city's ownership of the property.

Exempts the city of Duluth's ownership and title to the specified property from Minnesota Statutes section 541.023.

Bill becomes effective the day after the city of Duluth's governing body and chief clerical officer complete compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3.
