SF 4015 Summary

• Establishes safe schools revenue program allowing school districts to levy $36 per adjusted pupil unit (fiscal 2019: $54 minimum or $22,500; fiscal 2020+: $72 minimum or $30,000) for security, mental health services, and violence prevention.

• Authorizes use of safe schools revenue for peace officers in schools, drug abuse prevention, gang resistance training, facility security enhancements, school counselors/nurses/social workers, and mental health professional collaboration.

• Requires schools to use nonexclusionary disciplinary policies and practices before student dismissal, including threat assessments, alternative education services, and readmission plans addressing underlying behavioral issues.

• Mandates transmission of disciplinary records (suspensions, expulsions, exclusions, threat assessments) to receiving schools within ten business days and requires schools to provide suspended students opportunity to complete assignments for full credit.

• Appropriates $19,814,000 in fiscal 2019 for safe schools revenue and $5,000,000 ongoing for school-linked mental health grants to counties, tribes, and mental health providers.
