Modifies the city revenue need formula for cities with populations of 10,000 or greater by increasing multipliers for pre-1940 housing percentage (from 4.59 to 4.948), housing built 1940-1970 (from 0.622 to 0.671), jobs per capita (from 169.415 to 182.629), and base amount (from 307.664 to 331.662).

Updates city revenue need calculations for cities with populations of 2,500 to 10,000 by increasing the base amount (from 572.62 to 617.284) and adjusting multipliers for pre-1940 housing (5.026 to 5.418), household size (53.768 to 57.962), and peak population decline (14.022 to 15.116).

Increases city revenue need for cities with populations under 2,500 by raising the base amount (from 410 to 562.129), changing the population multiplier (from 0.367 to 0.13), and increasing the maximum revenue need cap (from 630 to 632).

Increases total local aid appropriation for cities to $564,982,145 for aids payable in 2019 and thereafter, up from $534,398,012 for 2018.

Makes all formula changes effective for aids payable in calendar year 2019 and thereafter.
