Minnesota Amateur Sports Commission shall develop new statewide or regional public skate parks and provide matching grants to local units of government for skate park construction and renovation.

"Skate" is defined as wheeled, nonmotorized recreation including skateboarding, roller-blading, and roller-skating, but excluding cycling or biking.

Individual grants for new facilities cannot exceed $250,000, with at least 50 percent of grants awarded to communities in greater Minnesota and priority given to proposals from multiple local government units.

$250,000 is appropriated from the general fund in fiscal year 2019 for proposal evaluation and technical assistance; $3,000,000 is appropriated from bond proceeds for grants, with an additional $2,000,000 available for a single statewide skate park.

Commissioner of management and budget is authorized to sell and issue up to $5,000,000 in state bonds, with debt service payable from sports and health club sales tax revenue.
