Amends Minnesota Statutes section 414.0325 to prohibit annexation of designated areas by any means other than those specified in an orderly annexation agreement.

Prohibits nonparty municipalities from annexing property subject to an orderly annexation agreement; petitions or filings by nonparties must be denied once the parcel is identified as subject to such an agreement.

Declares ordinances adopted by nonparty municipalities seeking to annex property covered by an orderly annexation agreement to be void and unenforceable.

Requires the chief administrative law judge to order annexation within 30 days if a joint resolution designates an area for orderly annexation, provides conditions for annexation, and states no further consideration is necessary.

Takes effect the day following final enactment.
