Amends Minnesota Statutes section 126C.44 to define "school resource officer" as a peace officer licensed under section 626.84 who has received school resource officer training within the past five years.

Authorizes the commissioner of education and director of the Minnesota School Safety Center to develop school resource officer training guidelines and maintain a list of approved training programs.

Appropriates unspecified amount from the general fund in fiscal year 2019 to reimburse school districts and charter schools for up to one-half of school resource officer training costs, with a per-officer cap amount to be determined.

Requires school districts or charter schools and local law enforcement agencies to enter into agreements to fund the remaining half of training costs, with option to seek private funds for the local share.

Sets an annual budget base for the program in fiscal year 2020 and beyond at an amount to be determined.
