Eliminates per diem living expense payments to Minnesota legislators that were previously determined by the senate and house of representatives.

Limits legislator compensation to four components: salary set by the Legislative Salary Council, state insurance benefits, state retirement plan contributions, and augmented salary for leadership positions.

Removes the phrase "per diem" from Minnesota Statutes 2016, section 3.099, subdivision 1, while retaining mileage reimbursement for necessary travel.

Permits reimbursement for reasonable and legitimate expenses under existing statutes and chamber rules or resolutions, but excludes per diem as a form of compensation.

Effective date is July 1, 2019.
