Authorizes applicants for driver's licenses, instruction permits, and Minnesota identification cards to voluntarily provide up to three emergency contact names and contact information during application.

Requires the commissioner to maintain emergency contact data as electronic records classified as private data on individuals.

Permits peace officers, emergency medical technicians, paramedics, and authorized emergency department staff to access emergency contact information to notify contacts regarding an emergency.

Modifies driver's license application requirements to include a method for applicants to indicate emergency contacts under Minnesota Statutes section 171.12, subdivision 5b.

Takes effect July 1, 2019.
