Establishes the Prairie Island Net Zero Project with the goal of developing an energy system resulting in net zero emissions for the Prairie Island Indian Community.

Commissioner of employment and economic development must enter into a grant contract providing $20,000,000 on July 1, 2018, and $5,000,000 each year for four years thereafter to support research, development, and implementation of renewable energy projects.

Prairie Island Indian Community must file a project plan by July 1, 2019, describing project elements and implementation strategy, then file annual progress reports on July 1 through 2023.

Appropriates $20,000,000 in fiscal year 2019 and $5,000,000 in each of fiscal years 2020, 2021, 2022, and 2023 from the renewable development account, with unspent funds remaining available until expended.
