Appropriates $1,550,000 from bond proceeds to the commissioner of transportation for a grant to Minnesota Commercial Railway Company to demolish and replace the existing railroad bridge over Rice Creek in New Brighton.

Grant is contingent on Ramsey County and Rice Creek Watershed District review and approval of the project design to ensure no interference with recreational use and compliance with watershed district rules.

Requires Minnesota Commercial Railway Company to remove all existing bridge structures including pilings and footings from the Rice Creek streambed during demolition, except where prohibited by permitting authorities.

Requires the railway company to enter into an agreement with Ramsey County providing construction and maintenance access and requiring repair of county trails damaged by railway maintenance work.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,550,000 to fund the appropriation, effective the day following final enactment.
