Appropriates $10,000 in fiscal year 2019 from the clean water fund to the Pollution Control Agency to support Clean Water Council activities.

Appropriates $1,000,000 in fiscal year 2019 to the Department of Natural Resources to acquire permanent conservation easements protecting forests and shorelands that supply clean water to lakes, rivers, and streams, available until June 30, 2022.

Appropriates $4,412,000 in fiscal year 2019 to the Board of Water and Soil Resources for performance-based grants to local government units for projects protecting surface water quality, groundwater, and drinking water sources in comprehensive watershed plans.

Appropriates $5,000,000 in fiscal year 2019 to the Board of Water and Soil Resources for grants to protect and restore surface water, drinking water, and water quality in lakes, rivers, and streams through practices including feedlot water quality and stream bank stabilization projects.

Appropriates $15,000,000 in fiscal year 2019 to the Board of Water and Soil Resources to purchase and restore permanent conservation sites via easements or contracts for water treatment and storage, and $343,000 to the University of Minnesota to evaluate the clean water fund's return on investment and water quality impacts.
