Appropriates $500,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Arden Hills to install a water main along Trunk Highway 96 between U.S. Highway 10 and Interstate Highway 35W.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $500,000 to provide the appropriated funds.

Bond issuance shall follow procedures prescribed by Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
