Appropriates funds from state bond proceeds to the commissioner of transportation for a grant to Hennepin County or the city of Minneapolis to predesign, design, engineer, and reconstruct Cedar Avenue South and a pedestrian bridge near 25th Street in Minneapolis.

Project may include demolition of the existing pedestrian bridge and land acquisition, with the goal of reconfiguring the roadway and pedestrian areas to improve accessibility and public safety.

Design plans must be approved by the Little Earth of United Tribes housing corporation board of directors before any land acquisition, demolition, or construction proceeds.

Authorizes the commissioner of management and budget to sell and issue state bonds in an amount to be specified to fund the appropriation, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Takes effect the day following final enactment.
