• Increases special education funding for school districts by adjusting aid calculations, including raising per-child-count amounts for autism spectrum disorders ($10,400 to $13,300), deaf/hard-of-hearing and emotional/behavioral disorders ($18,000 to $19,200), and cognitive/physical disabilities ($27,000 to $25,200).

• Reduces tuition billbacks to resident school districts by lowering the percentage of unreimbursed special education costs that resident districts must repay from 90 percent to 50 percent for nonresident students.

• Adds local optional revenue and operating referendum revenue to general education revenue calculations for charter schools, improving their funding formula.

• Establishes special education funding for eligible special education charter schools based on both general education revenue and the school's unreimbursed costs for educating students not eligible for special education services.

• All provisions are effective for fiscal year 2020 and later.
