Appropriates $5,000,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Spring Park for water and sewer system improvements.

Appropriation becomes available only when the commissioner of management and budget determines that sufficient resources have been committed to complete the project, as required by Minnesota Statutes section 16A.502.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,000,000 to provide funding for the appropriation.

Bond sale and issuance shall be conducted in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
