Establishes an eight-member legislative working group on early childhood programs consisting of four House members (two appointed by speaker, two by minority leader) and four Senate members (two appointed by majority leader, two by minority leader)

Requires appointments by August 1, 2018, with the Senate majority leader's designee convening the first meeting by September 15, 2018

Working group must study findings and recommendations from the legislative auditor's April 2018 evaluation report on early childhood programs and solicit input from state commissioners, program providers, families, and county and school officials

Requires the working group to issue a report to the governor and relevant legislative committee chairs by January 15, 2019 that includes draft legislation to improve the effectiveness of Minnesota's early childhood program system

Working group expires January 16, 2019; legislation becomes effective July 1, 2018
