Modifies Minnesota Statutes 2016, section 16A.122, subdivision 3, to require quarterly workforce reports itemized by agency and by source of funds used to support each position.

Requires workforce reports to compare current employment levels with historical data from the previous ten fiscal years (adds new requirement).

Mandates the commissioner aggregate quarterly reports into a fiscal year report submitted to legislative committees with jurisdiction over state government finance no later than October 1 following each fiscal year.

Defines full-time equivalent positions as 2,080 working hours per year, accounting for variation in working days, and excludes independent contractors from the definition.

Effective July 1, 2018, with fiscal year 2018 report due to the legislature no later than October 1, 2018.
