Appropriates $1,300,000 from bond proceeds to the commissioner of employment and economic development for a grant to the city of Hoyt Lakes for ice arena capital improvements.

Covers replacement of ice plant, ice floor systems, pipes, and related infrastructure to comply with federal requirements for phasing out R-22 refrigerant systems.

Appropriation is contingent on the commissioner of management and budget determining sufficient resources have been committed to complete the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,300,000 to fund the appropriation, consistent with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Becomes effective the day following final enactment.
