Adds a new exemption to human services licensing requirements for family child care provided by an unrelated individual to families that do not receive child care assistance.

Maintains all existing exemptions from licensure including programs by related individuals, religious organizations, schools, recreation programs, and various specialized services.

Exempts consumer-directed community support services funded under Medicaid waivers for persons with developmental disabilities when the service provider is the direct payee or paid through a fiscal intermediary.

Exempts care coordination and comprehensive assessment services provided by eligible counties and peer recovery support services provided by eligible recovery community organizations.

Requires programs claiming exemptions to maintain written policies, obtain parental consent, and provide notice that services are not state-licensed or eligible for child care assistance.
