Amends Minnesota Statutes section 245A.03, subdivision 2 to add exemptions from human services licensing requirements for certain providers.

Adds exemption (30) for family child care provided by unrelated individuals to families that do not receive child care assistance, removing the licensing requirement for these providers.

Creates new exemptions (28) and (29) for counties providing care coordination and assessment services, and recovery community organizations providing peer recovery support services, when acting as eligible vendors under section 254B.05.

Expands exemption (27) for nonprofit youth development organizations by clarifying requirements including on-site director oversight, written parental consent, and notice to parents that the program is not state-licensed or eligible for child care assistance.
