The Children's Cabinet shall convene a working group on early childhood programs, chaired by the current Cabinet chair or designee, with the first meeting required by September 15, 2018.

The working group must study key facts, findings, and recommendations from the legislative auditor's April 2018 evaluation report on early childhood programs.

The working group must solicit input from Children's Cabinet agencies, early childhood and child care providers, families accessing services, county and school officials, and other stakeholders.

The working group must issue a report to the governor and relevant legislative committee chairs by January 15, 2019, including any draft legislation to improve Minnesota's early childhood programs system.

The working group expires January 16, 2019, and this section becomes effective July 1, 2018.
