Creates a ten-member legislative study group on early childhood education to review the 2018 Office of the Legislative Auditor report on early childhood education in Minnesota.

Study group composition includes five House members (three appointed by Speaker, two by minority leader, one must chair House Education Finance Committee) and five senators (three appointed by majority leader, two by minority leader, one must chair Senate E-12 Finance Committee).

Study group must submit written report by February 1, 2019, to governor and legislature with recommendations to improve effectiveness, efficiency, and coordination of early childhood learning and well-being efforts.

Study group must consider adequacy of state tax code in recognizing and relieving costs of in-home and out-of-home child care and education provided by parents or others.

Appointments expire February 2, 2019; study group must consult with families, providers, local government officials, and state commissioners of education, health, and human services during review process.
