Prohibits school boards from charging fees for graduation-related costs including caps, gowns, diplomas, and attendance or participation in any graduation ceremony or related event, effective for the 2018-2019 school year and later.

Expands the existing list of fees that school boards cannot charge to include ten categories: textbooks, workbooks, art materials, laboratory supplies, towels, instructional course supplies, required field trips, specific educational dress, instructional personnel costs, library books, and locker rentals.

Allows school boards to charge replacement fees only for textbooks, workbooks, and library books that are lost or destroyed by students, with mandatory annual notification to parents and students about this policy.

Requires all school districts to report to the commissioner of education by October 1, 2018 on all fees charged under state law.

Requires the commissioner of education to submit a report to legislative committees by February 1, 2019 including average fees charged by district, total fees disaggregated by category, and accommodations provided for free or reduced-price lunch eligible students.
