Prohibits physicians from performing abortions once a fetal heartbeat is detected in the unborn child, except in medical emergencies.

Requires physicians to perform an abdominal ultrasound test to determine if a fetal heartbeat is detectable before performing any abortion.

Defines "medical emergency" as a condition that, in a physician's good faith clinical judgment, necessitates immediate abortion to avert the pregnant woman's death or prevent serious risk of substantial and irreversible impairment of a major bodily function.

Establishes a gross misdemeanor penalty of imprisonment for up to one year or a fine of up to $3,000, or both, for violations of this section.

Takes effect August 1, 2018, and applies to crimes committed on or after that date.
