Repeals Minnesota Rules, part 7410.2610, subparts 1, 2, 3, 3a, 5a, 5b, and 6, which established special driver licensing requirements for insulin-treated diabetes mellitus.

Eliminates requirements for drivers with insulin-treated diabetes to report diagnoses and episodes to the Department of Public Safety within specified timeframes.

Removes mandatory physician's statement requirements for drivers with insulin-treated diabetes, including initial statements and periodic recertification every 6 months to 4 years depending on episode-free status.

Eliminates license cancellation, suspension, and denial procedures specifically tied to driving-related or non-driving-related hypoglycemic/hyperglycemic episodes.

Directs the commissioner of public safety to amend Minnesota Rules, part 7414.1490, as necessary to conform with the repeal, with authority to use expedited rulemaking procedures.
