Third grade students unable to demonstrate grade-level reading proficiency on statewide assessments must receive a personal learning plan developed by classroom teachers and school professionals in consultation with the student and parents.

Personal learning plans must address knowledge gaps and skill deficiencies through specific exercises, practices during and outside the school day, periodic assessments, timelines, and may include grade retention if necessary.

High school students who do not meet or exceed Minnesota academic standards on the Minnesota Comprehensive Assessments must be informed that free public school admission is available to any resident under 21 years of age.

School districts must provide reading interventions for identified third grade students including summer school, intensified reading instruction, extended-day programs, or culturally connecting programs with family engagement.

Effective date is July 1, 2017.
