Redefines "encumbered" license to mean a license that is revoked, suspended, contains limitations imposed by a state licensing board, or is voluntarily surrendered.

Adds new definition of "intervention" as any act or action based on clinical judgment and knowledge that a nurse performs to enhance patient health outcomes.

Removes the January 1, 2015 effective date requirement for APRN licensure and clarifies education requirements, including requiring at least one graduate-level course each in advanced physiology/pathophysiology, advanced health assessment, and pharmacokinetics/pharmacotherapeutics for programs completed on or after January 1, 2016.

Modifies collaborative agreement requirements to allow collaboration with physicians licensed in Minnesota, another state or U.S. territory, or with other advanced practice registered nurses.

Repeals the APRN grandfather provision (allowing practice without meeting current education requirements if recognized before July 1, 2014) and eliminates fees for practicing without current APRN certification.
