Authorizes the state commissioner to issue up to $19,000,000 in appropriation bonds (net of issuance costs) for the Lewis and Clark Regional Water System project, contingent on securing at least $9,000,000 in nonstate matching funds.

Allows bond proceeds to finance land acquisition, design, engineering, and construction for pipeline completion to Magnolia, extension to Lincoln-Pipestone Rural Water System connection near Adrian, and final phase engineering to Worthington.

Permits use of remaining bond authorization for Phase 3 of the project upon certification by the Lewis and Clark Joint Powers Board, including reservoir construction in Nobles County and meter building in Worthington.

Increases housing infrastructure bond authorization from $80,000,000 to $94,025,000 under subdivision 2a and from $10,000,000 to $12,475,000 under subdivision 2b.

Changes bond proceeds appropriation to route grants through the Public Facilities Authority to the Lewis and Clark Joint Powers Board for capital expenses related to the water system project.
