School boards making final decisions to close and dispose of a schoolhouse or site must offer to sell and convey the property to the municipality where it is located before selling or exchanging it otherwise.

Property price must be determined by an appraiser selected by the school board.

The municipality receives first priority to purchase the property and must be given a reasonable opportunity to do so.

If the municipality does not purchase the property after a reasonable opportunity, the board may sell or exchange the schoolhouse or site under existing subdivision 1 authority.

The effective date is the day following final enactment and applies to all schoolhouse closings not yet completed on or after the date of enactment.
