Expands eligible institutions for postsecondary enrollment to include public institutions in Minnesota, Iowa, North Dakota, South Dakota, and Wisconsin, with out-of-state institutions limited to offerings in Minnesota secondary schools.

Requires postsecondary institutions offering concurrent enrollment courses to establish advisory boards with 16 members (or fewer if warranted) including representatives from faculty, school districts, teachers, students, parents, and community organizations, with members serving three-year staggered terms without compensation.

Makes postsecondary institutions responsible for providing technology resources necessary for enrolled students to complete coursework, or requires agreements with school districts to provide such resources with reasonable compensation to the districts.

Permits high school juniors and seniors eligible under the graduation incentives program to enroll in postsecondary courses under the PSEO act.

Establishes that concurrent enrollment advisory boards must be appointed by October 31, 2015, or within the year a concurrent enrollment program is established, with initial members designated to serve staggered two, three, and four-year terms.
